Request for Food Parcels from Small Businesses

The Department of Education has given a grant to BCP Council to run a programme for families in need that will provide school holiday activities and food over the Easter Holidays and we are proud to be chosen as one of a small number of providers on the pilot scheme.

As part of the programme, we will be providing lunches and tea for the children that attend the club to encourage a healthy and balanced diet and also providing a food box to the families at the end of each week to encourage families to cook a healthy meal together.

As the scheme grant is very tight, we have only a small budget to do the catering.

As a small business ourselves, we would like to promote other small businesses and we are hoping that you can work with us on this project by donating food items. To make life easier for you, we will be happy to come and collect these items from you.

We will also put your business cards and information in with the food box and will also include your business into our report for BCP and the DfE.

BCP Council Public Space Protection Order (PSPO) Consultation

What is being proposed?
BCP Council is consulting on the proposal to consolidate previous Designated Public Place Orders/PSPOs from the preceding authorities, to form one BCP PSPO relating to the consumption of alcohol in public places.

The proposal is not an alcohol ban and it does not make it an offence to drink alcohol in the area proposed to be covered by the Order. However, it would be an offence to fail to comply with a request from an authorised officer to cease drinking or surrender alcohol in the area covered by the Order, if the individual is or is likely to cause anti-social behaviour. If alcohol is confiscated, it can be disposed of by the person who confiscates it.

A range of information has been collated and analysed, this has identified which areas will be consulted on to be included in the Order.

When is the consultation period?
The consultation will run from 16 March 2021 and close at midnight on 13 April 2021.

​Lewis-Manning Hospice Care launch Virtual Day Hospice service to combat loneliness and support patients with life-limiting illnesses

Lewis-Manning Hospice Care have launched their Virtual Day Hospice service thanks to a generous grant from the Coronavirus Community Support Fund, distributed by the National Lottery Community Fund.  The brand-new service was introduced in response to the restrictions of COVID-19 and aims to offer patients with life-limiting illnesses a chance to really connect with each other and with the hospice’s clinical nursing team.

Senior Day Hospice Nurse, Mandy Harris said, “As the COVID-19 pandemic continues to affect so many aspects of our lives, we have had to temporarily close our Day Hospice to ensure the safety of our patients, while continuing to support them at home. However, launching the Virtual Day Hospice is one of the platforms allowing us to continue to provide expert palliative advice and essential support to adults in East Dorset and Purbeck who are living with a life-limiting illness.

“So many of our patients feel socially isolated at this time, so we aim to provide much-needed social interaction for those people who are shielding at home. The purpose of these sessions is to promote a sense of wellbeing and a positive approach to living with a life limiting illness, as well as to alleviate the feeling of loneliness that patients may be experiencing and giving clinical advice and support.”

The online programme will include a diverse mix of activities, including;
·       Access to a team of experts who specialise in palliative and holistic care
·       An opportunity for a private one-to-one consultation with a member of the nursing team
·       Gentle exercise
·       Mindfulness and relaxation sessions
·       A chance for peer support through socialising, allowing patients to be connected with other people with life-limiting illnesses
·       Fun interactive activities such as quizzes, art and poetry
·       Diversionary therapy
·       Guest speakers

The Virtual Day Hospice will be via group and one-to-one video sessions, with spaces limited to allow maximum benefit for all participants. Sessions will be hosted by our Day Hospice staff with guest speakers and professionals attending during drop-in sessions. Patients will be part of a 10-week programme initially, which is subsequently reviewed to meet patient needs and offer the support required. There will also be drop-in sessions on Monday, Wednesday and Thursday, between 2pm-3.30pm.

Mandy added, “We are incredibly fortunate to have received funding for this project and it has allowed us to purchase tablets to ensure that all of our patients will have access to this service. All patients have been issued with a comprehensive tablet IT user guide, with clinical staff and volunteers delivering these to their homes and on hand to guide and support with usage. We want to say a huge thanks to the National Lottery Community Fund for making this funding possible.

“Even when restrictions ease and patients are able to come back into the hospice, this service will still continue in order that patients have more choice and can continue to access support in the comfort of their own home.”

Further details on COVID support measures announced in the Budget

In the Budget, the Chancellor announced a range of COVID support measures for business. The measures include extending the Furlough Scheme and the Self Employed Income Support Scheme, and industry-specific support.

Furlough Scheme
The Chancellor confirmed the Furlough Scheme would be extended until 30th September 2021. The payment to employees is maintained at 80% of wages up to £2,500 per month for furloughed hours. The Government will continue to pay a grant of 80% of wages for May and June, 70% of wages for July and 60% of wages for August and September.

Therefore, the employer continues to cover the costs of employer National Insurance and pensions contributions throughout and 10% of the wage costs in July up to £312.50 and 20% of the wage costs in August and September up to £625 per month.

Self Employed Income Support Scheme (SEISS)
SEISS has also been extended to 30th September 2021 and comprises tranche 4 and 5.

Tranche 4 covers the three months to 30th April 2021 and is based on 80% of three-month average profits and can be claimed from late April. However, if you are eligible, HMRC will contact you in mid-April and advise you of your claim date.

Under tranche 5, the grant is capped at 80% of three months average trading profits where the business’ turnover has reduced by 30% or more from April 2020 to April 2021. Where the reduction in business turnover is less than 30%, then the grant is capped at 30% of 3 months average trading profits.

To qualify for tranche 4 and 5 of SEISS, the individual must have submitted their income tax return for 2019/20 by 2nd March 2021 and still be trading in 2020/21. Their profits in 2019/20 should also be less than £50,000, or an average for the three years ending 2019/20 and trading income exceeds non-trading income. In addition, they will need to declare that their business has been adversely affected by COVID and there will be a significant reduction in their trading profits due to reduced business activity, capacity, demand or inability to trade due to COVID.

Therefore, businesses established in 2019/20 can now qualify for tranche 4 and 5 of SEISS, although they did not qualify for the earlier tranches.

Sector-Specific Support
The 100% business rates holiday for businesses in the hospitality, retail and leisure industries for 2020/21 is to be extended to 30th June, and then there will be a discount of up to 67% until March 2022.

When it has been permitted to open, the hospitality sector has benefited from a reduced rate of VAT of 5%, and this will continue until 30th September 2021. The VAT rate then increases to 12 ½% until 31st March 2022 and then returns to the full rate of 20%.

Recovery Loan Scheme
The existing Coronavirus loan schemes close at the end of March, and from 6th April, a new Recovery loan Scheme is available and closes on 31st December 2021. The loan can be used for any business purpose, and loans are available from £25,001 to £10,000,000.

To qualify for the loan, the business must be trading in the UK and show that it is viable or viable were it not for the pandemic, has been impacted by the COVID pandemic and is not in collective insolvency proceedings.

Businesses that have received support under the existing COVID-19 guaranteed loan schemes will still be eligible to access finance under this scheme if they meet all other eligibility criteria.

New support for Volunteers at Lewis-Manning Hospice Care with ambitions to grow the volunteering team

Nicola Garsden has joined Lewis-Manning Hospice Care in the role of Volunteers Manager. She has vast charity and healthcare knowledge and experience, having previously worked in the hospice sector for 13 years.

Nicola said, “I am really looking forward to getting to know all of our amazing volunteers and have ambitions to really support and grow the team.  At Lewis-Manning Hospice Care we are always looking for new recruits and have a huge variety of different roles to fill: retail, day hospice, drivers, administration and complementary therapy. Not only would you be helping the charity and people in your local community, there are many personal benefits from volunteering, ranging from confidence building, to socialising, meeting new friends, gaining new skills and experience, which can be transferable to the workplace.

Chancellor announces tax and spending plans in Budget

As the country continues to deal with the COVID crisis, Chancellor Rishi Sunak announced in his Budget today a broad range of measures to support businesses and households alongside details of how the ongoing support shall be financed.

The business support headlines include:

  • The extension of the Furlough scheme until the end of September at the 80% rate, although employers are required to cover 10% in July and 20% in August and September;
  • The 4th tranche of Self Employed Income Support Scheme (SEISS) will be at 80% of the 3-month average profits and can be claimed from late April;
  • A 5th tranche of SEISS is available for May to September but at a reduced rate depending on the reduction in profits of the business;
  • Business rates holidays for retail, hospitality and leisure will continue to the end of June and at a discount of up to 67% for the remainder of the year;
  • Recovery loan scheme providing loans from £250,000 to £10,000,000 that will be 80% guaranteed by the Government;
  • A super deduction allowance for businesses investing in new plant and machinery from 1st April 2021 to 31st March 2023, giving a deduction of 130% against profits in the year of acquisition or 50% on special rate assets.

In addition to these broad business support measures, the Chancellor outlined details of his sector-specific support:

  • The reduced VAT rate of 5% for the hospitality sector will continue until 30th September 2021. It will then increase to 12.5% until 31st March 2022 before returning to the full rate of 20% on 1st April 2022;
  • The construction sector is being supported by the Stamp Duty Land Tax nil rate band extension for residential properties. The temporary £500,000 nil rate has been extended to 30th June 2021. It will then be reduced to £250,000 until 30th September 2021 and then return to the standard band of £125,000.

The Chancellor also announced he would extend the Universal Credit increase of £20 for six months to support households on lower incomes.

The Chancellor has set out a plan to raises taxes to protect the Exchequer from these additional costs, including:

  • Increasing the rate of Corporation Tax to 25% from 1st April 2023 for companies with profits over £250,000, whilst for companies with profits up to £50,000 the Corporation Tax rate will continue at 19%. There will be a tapered rate between these two profit levels;
  • The freezing of personal allowances and income tax rate bands for 6th April 2022 to 5th April 2026;
  • The thresholds and bands for Pensions, VAT, Capital Gains Tax and Inheritance Tax will remain unchanged.

As expected, this was a generous Budget to support businesses and households, although a large burden will fall on successful businesses, who face a big tax increase from 2023 to finance the announced measures.

Fast track pavement licences for cafe culture

Local cafes, restaurants, bars and many more high street businesses are encouraged to apply for a fast track pavement licence if they want to use the space outside their premises for tables and seating.

We hope that by giving our local businesses the opportunity to use the space outside their premises we can bring about a quicker bounce back for our local economy, as well as boost that desirable cafe culture across our area.

Be part of ‘Festival Coast Live’ Activity & Events programme across BCP in 2021!

You could be part of this year’s ‘Festival Coast Live!’ activity and events programme in Bournemouth, Poole and Christchurch across the spring, summer, autumn and beyond.

As part of the BCP Council’s BounceBack initiative, Festival Coast Live! has the ambition to engage and support local organisations, community groups, clubs, performers and event organisers to develop a diverse vibrant spectacle of events and activities that celebrate and show case what makes the area and its communities so special for people who live, visit and work here.

As COVID- 19 measures are lifted, we hope, by late May, a particular focus will be on local professional and community artists, musicians and dance groups entertaining residents (and eventually visitors too) through a series of pop-up event experiences. These will celebrate live music, dance, food, heritage, culture, literature, health and fitness, wellbeing, lifestyle, nature and the environment.

As part of this programme, the Arts by the Sea Festival will be curating a special programme of cultural events throughout the outdoor season showcasing local professional and community performers.

A key component in delivering the Festival Coast Live! events and activities programme is that BCP Council will also be offering small community focused grants to existing activity organisers to enhance their events and assist with Covid measures, as well as to individuals, groups or organisations who want to be part of the pop up experiences. The grant funding application process is being finalised and details will be released shortly.

The Festival Coast Live! activities and events programme will be developed over the next few years as the world bounces back from these challenging times, with the aim of celebrating the region’s wonderful open spaces and vibrant communities.
